Email pop-up menu for move/copy

Highlighting an email in the inbox list or when reading an email, a right-click brings up a pop-up menu which includes options to "move to/copy to" the email to a folder. The sub-menu for move or copy contains "Recent' and "Favorites." The Favorites option is empty. How is this configured as I would like to use it instead of going through the Recents list?

Right-click on a folder name in left pane that you want to be a favorite and click 'favorite folder'.
