I just installed Thunderbird. I went to email a message and, of course, none of contacts are there. I need to import my contacts either from my Frontier "address book" or the Windows People contacts into Thunderbird.. Thank you.

Go to frontier's website, log in to your email account there, and look for options to export the address book. Thunderbird can import CSV and LDIF files, and with the help of an add-on, also vCard or vcf files.

I can't help completely with your second request. I have taken measures to allow me to stay clear of Windows 8. You could look under Tools|Options in Thunderbird, where there is an option to set it as the default mail client. This may do the trick, but you may also need to find W8's default programs settings.
