Top line toolbar: How get it to 'accept' what you have created?

So I want a different menu from the default top line menu. I can get the line for my input to appear. I can move the icons I want into position. But I CANNOT get the system to accept that. There is no no button "accept as create". It all disappears when I do anything.

There should be a 'Save' button in lower right of the customize menu.
