If you are using a webmail account via your browser and attaching pictures to messages sent from such an account, there is nothing you can do in your browser to edit it when it's attached. You need to edit the picture before attaching it to your message. Picture upload sites like Imgur provide tools for resizing and editing pictures, if you want to use your browser - just upload the picture, edit, and use the provided link. On Facebook you can merely rotate pictures. Since you are on Windows, I would recommend installing Paint dot NET for easy picture editing like resizing. It is straightforward to use compared to more advanced software. In this case, you will need to download the picture to your computer and then open it up in the editing software.
