I use a VPN and turn on all privacy and tracking protections plus incognito in Firefox on iPad but websites still recognise me. I know this because I see my previous searches on those websites.

Tracking protection stops may types of tracking between more than one site. It is not a goal of tracking protection to block the site you are visiting from storing information about your previous visits.

You may want to use Firefox Focus for sites that you don't want to remember your previous visits.
