Can't block cookies and persistent storage for addons.mozilla.org

I tried manually adding entries for https://addons.mozilla.org/ and http://addons.mozilla.org/ in the "Manage permissions" section. I also set the "Store data in persistent storage" option to Block. But no matter what when I remove all cookies and restart the browser at least 4 cookies from addons.mozilla.org appear without having even visited a single website, and the option "Store data in persistent storage" automatically changes to "Allow". Also any extensions that periodically cleans cookies fail to delete these. Is this intended browser behavior and I'm forced to accept these cookies forever or is there a way around it?

My assumption is that this is for the verification process that occurs automatically. Extensions are verified against information on the Mozilla addons website to ensure that they are valid and also to check for extension updates (unless that's disabled on each extension).

To the best of my knowledge, you cannot block cookies from the Mozilla addons website because it's an essential service. Doing so would potentially cause Firefox to stop working properly.

Try to rename/remove permissions.sqlite in the Firefox profile folder with Firefox closed.

You can use the button on the "Help -> Troubleshooting Information" (about:support) page to go to the current Firefox profile folder or use the about:profiles page.
