Is there any information on if the new EU regulations on side loading / alternative app stores will allow for non WebKit based browsers on iOS and iPadOS?

I keep hoping a way will pop up to get extensions working on iOS and iPadOS, and it seems being unbound from Apples App store may also bypass the WebKit regulation. Does anyone know more information about this?
