The 'delete cookies' actually moved to the History section 'Clear history' settings. Ver. 102.0.1 is a better slave and listens to it's master - they fixed it so that 'delete cookies' will stay checked.

Private browsing or Always use Private browsing mode will delete all cookies including exceptions. If you setup cookies and exceptions in Normal window then switch to Private they will be honored.
