No there isn't.

The only way your bookmarks would be saved (or backed up) to a location outside of your PC would be if you had enabled a feature such as that. Specific software and some type of external server would be needed to 'store' your data securely.

And if that was done I doubt if the IP address would be used for the "location" of your PC, IP addresses may change more or less frequently depending upon the type of internet connection is being used. Cable internet providers typically use DHCP (Dynamic Host Configuration Protocol) is used for handling the IP address which is temporarily assigned by the ISP (Internet Service Provider).

My cable provider uses 72-hour "leases" for their IP addresses which get updated every time I use my internet connection. If 72 hours elapses and the connection hasn't been used, the next time your connection is used you may be assigned a different IP address depending upon the number of connections / IP addresses in your area. Although some ISP's do offer "fixed IP addresses" for a fee in addition to your normal service.
