There is no need to use a Firefox Account to use Firefox for Android.
It is a convenience feature for people with a phone and a computer. A Firefox Account allows information such as bookmarks or passwords to be privately transferred from a computer to your phone. It is completely optional. If you do not sign up for the account then no information will be transferred
The question about being 13 years old is to comply with the US COPPA law.
The act, effective April 21, 2000, applies to the online collection of personal information by persons or entities under U.S. jurisdiction about children under 13 years of age. It details what a website operator must include in a privacy policy, when and how to seek verifiable consent from a parent or guardian, and what responsibilities an operator has to protect children's privacy and safety online including restrictions on the marketing of those under 13.

People more likely get a Firefox account for to sync information between two devices. Purely optional as said as you can use Firefox on only one device without a Firefox account. https://support.mozilla.org/en-US/kb/how-do-i-set-sync-my-computer
Nothing to do with hacking and unlike with companies like Microsoft and Google, Mozilla actually cares about users privacy.
