I cannot restore older bookmarks saved as PCV file instead of JSON

I had to reinstall Windows XP. I had Firefox backed up on a hard drive but Firefox will not restore my bookmarks. the new backup saves as a JSON extention but the older one is a PCV file. How can I restore them?

Rename that PCV file to ZIP and then open it with your Zip utility program. The JSON backups should be in the \bookmarkbackups\ folder.
