You can still open local files in Firefox without issues.

To open a local file, you need to add the file:/// prefix to the path to the file. Otherwise, Firefox will assume that you want to use either http:// or https://, which are for accessing websites.

If I sneak in a local link by editing one of the regular pinned items in the browser.newtabpage.pinned preference in the prefs.js file in the profile folder (while Firefox is closed), when I restart Firefox and try the link, it doesn't load, and I get this message in the Browser Console:

Security Error: Content at moz-nullprincipal:{cd1ab275-604d-4ce0-8748-dcb59c454ff3} may not load or link to file:///C:/Users/username/Downloads/test.pdf

I think for the time being, you are limited to using bookmarks for file:/// URLs. You can access bookmarks from the menu/toolbar/sidebar or by typing part of the text of the title or address in the address bar and using the suggestions on the autocomplete drop-down.
