File downloading ALWAYS saves to 2 locations

Setting for "Download" FORCE duplicate saving of ALL downloads. I have tried every setting combo possible AND set 'ASK" for ALL files but NO MATTER what FOLDER I chose to download a file to it ALWAYS saves a DUPLICATE in my DOWNLOAD folder. In settings it is IMPOSSIBLE to leave the "Where to Save" Field EMPTY. I download MANY FILES a day and this requires me to VERIFY 1) did the file really go to MY selected choice and the time of download and is the DUPLICATE that was FORCED to my "DOWNLOAD" folder actually go ONLY there. PLEASE FIX THIS or
