Hey guys, I want to migrate my chrome passwords ( over 1000 ) to firefox due to chrome's excessive usage of my cpu/ram, and I can't find a way to do it on windows 8.1, can you help me out??

You can look at this extension to export the passwords in Google Chrome.
I don't know if you can import such a file easily in Firefox, but at least you have them in a file.

there's nothing useful coming up from that program if I cannot transfer my passwords to firefox :/ I want to use FF asap
The program Chrome Pass appears to have the ability to export the Google Chrome passwords in both text and html file versions. Have you installed and tried to use Chrome pass? If so did you succeed in creating text and HTML files of your passwords ?
