Unable to use Sync to move to to a new laptop

I'm moving from an older laptop to a newer one. In the past, I used Sync to transfer bookmarks and other data from an older to a newer system. This time, however, Sync does not appear in the Settings pages. I found "Switching to a New Device" in the Help menu. It engages "Backup Assistant" to collect the data to be transferred (I assume). It first wants me to log in with my Mozilla account. If I enter my account identifier and click "Continue" I receive a "Waiting" graphic that never ends. If I pre-log in to my Mozilla account before engaging Back Assistant, it doesn't make a difference, it still waits forever.
