Doesn't attach signature on reply/forward for plain text messages

I have had this problem for about a year now roughly. I have signatures set for compose, reply and forward. The signature is always present for compose but only appears for some reply and forwards. I "think" it only works if the original message was html and not if it was plain text but I haven't tested this thoroughly so can't be sure but that's my hunch. However, there are some html messages where it doesn't work so not totally consistent. I haven't been able to work out exactly why it works on some and not others.

Attached is the config settings for signatures. They are all true and, as mentioned, the problem depends on which message I am replying to.

Update on the problem. It is definitely an issue related to whether the originating email is plain text or html (mixed format) and it makes no difference whether the signature file is plain text or html. It's a pretty frustrating bug because it is unpredictable as to when it will happen without checking the incoming email format every time.
