firefox will operate normally for about 5 seconds and then won't respond for about 10 seconds in a repeating sequence. Why?

I'm running Windows 10 build 1703 and Firefox 57 64-bit. I've deleted my old firefox 32-bit directories after making sure to uninstall this version. I then deleted my old version of firefox 57 and then deleted those directories also. I've then reinstalled firefox with a new download of firefox. I've run in safe mode. Nothing seems to get rid of this staring and stopping as I've indicated above.

(Update to the Windows 10 Fall creator's update, I've seen some performance issues fixed by that update)

Also, try disabling Accessibility Services in Firefox. How do I disable Accessibility Services?
