Your Firefox is reporting Flash 26.

Flash 28 is available for XP. In fact, it's the only version I see when specifying XP or Vista here: https://get.adobe.com/flashplayer/otherversions/

Could you try installing from there? Please make sure to uncheck any unwanted extras pre-selected in the middle column of the page.

No as Google Chrome has not supported the EOL WinXP/Vista for almost two years since April 2016.

As said Adobe still supports WinXP/Vista with their NPAPI Flash Player.

Download the correct program. After, close All browsers. Then run the installer.
