I maintain both an admin account on my windows 10 laptop and a personal account for every day use. Recently the shortcut icon on the personal account stopped functioning. A error message said the app had been moved or deleted, or words to that effect. How can I restore the shortcut and link it to firefox browser app

Create a new profile as a test to check if your current profile is causing the problem.

See "Creating a profile":

If the new profile works then you can transfer files from a previously used profile to the new profile, but be cautious not to copy corrupted files to avoid carrying over the problem

See if that works out for the Admin issue. Once it is settled then delete desktop/taskbar short cut. Go to C:\Program Files\Mozilla Firefox find the Firefox.exe file and Right Click and PIn to where you want it.

  • Repair System Registry and Files

From a Dos Prompt Right Click and Run as Administrator then : Copy/Paste to Dos Window : DISM /Online /Cleanup-Image /RestoreHealth then hit Enter Note : DISM goes up to Microsoft for new ones.

The SFC /Scannow (SFC <space>/Scannow) command uses local files to fix issues does same thing but in Win 10 go Up and get New Files is better.
