tabs come back after closing them and restarting firefox

I keep a large number of tabs open but occasionally go through them and close the ones I'm no longer interested in (with the X next to the entry in the tab bar). However when I then close firefox and restart firefox they are all back in the tab bar. This is relatively new behavior, perhaps a few weeks.

How can I fix this.

firefox 131.0(32 bit) W10 (32 bit)
