Thunderbird installs/loads with undecipherable menus

After upgrading to version 45.0, the program loads but presents menus that appear to be symbols or a language other than english. Symbols are to small to tell exactly what they are. Tried deleting and reinstalling; tried deleting and reverting back to previous version that worked. Running windows 7.

Thanks to christ1. Starting in safe mode allowed me to solve the problem by resetting the toolbars and menus.

well it worked once but is doing the same thing again and even trying to start in safe mode yields the same unreadable characters.

Any ideas?

To be honest, I have no idea what's causing this. Are you using a theme other than the default one?

No theme other than default. I've tried deleting the entire program and restarting. Going back to a restore point where I know it worked and reloading. Deleted again and installed version 24. I'm at a loss. Any suggestions would be appreciated. Also uploading a new screen shot that shows the menus etc. but also shows clear text of the Welcome to Thunderbird messaage Thanks

Additionally, starting in safe mode doesn't help as now the same undecipherable characters appear there as well.
