Has the touch sensitivity that either opens the icon or opens the menu within the icon changed?

It seems like whenever I touch the icon instead of opening up whatever it is, it opens up the menu to Pin, Remove, Delete and so forth

Pocket app does not download saves for offline use

Hello I have a pocket app premium subscription. I need the saves for offline use. The app does not download. If I look for help, I understand that I have to switch on "download while using wifi" in settings. But I cannot find this option in settings. I can only see this (see attached picture). How do I manage Labels

I want to delete some of the Labels I have. I used to be able to call up a screen that showed all of the labels but I cannot find that anymore.
