It seems like whenever I touch the icon instead of opening up whatever it is, it opens up the menu to Pin, Remove, Delete and so forth

Hello I have a pocket app premium subscription. I need the saves for offline use. The app does not download. If I look for help, I understand that I have to switch on "download while using wifi" in settings. But I cannot find this option in settings. I can only see this (see attached picture). I want to delete some of the Labels I have. I used to be able to call up a screen that showed all of the labels but I cannot find that anymore.
