Forwarding sending as attachments even when Inline is set

Forward email inline is checked - not set to forward as attachment.

Yet there's no rhyme or reason to this - some emails send inline with quoted forwarded email. Most of the time though the email forward as attachment.

Two computers have the exact same settings, but each have different accounts associated, but same imap host. One computer is OK at forwarding emails. The other one not.

What's going on? How can we best troublsehoot this?
