Holding the Ctrl key stops the flickering (attempting to load the developer screen) and gives my eyes a rest...however, no other key can be pressed at that time.

Pressing the X close button in the top right of the developer screen does not close it either.

Just started today after an update. Windows 7 Home Edition

You toggle the developer toolbar with the Shift+F2 shortcut key, so maybe there is a problem with the keyboard and Firefox sees the keys as pressed.

It is possible that some of the (status) keys have the wrong state and Firefox sees them as still pressed.

Try to press all the status keys (Shift, Ctrl, Alt) a few times to see if that helps to recover from this. If it doesn't help then close and restart Firefox or reboot the computer.
