when trying to upload images to eBay to sell items the browse button on the standard uploader does not do anything, this works fine in IE and the basic upload also works well in both. I have cleared all cache and cookies but still not working.

I understand the uploader is not working and you have cleared the cache and the issue continues. Please also Try Firefox Safe Mode this will tell you if it is an add on interfering with the functionality of the Browsing/Upload button.

In case of Java you can check the Security tab in the Java Control Panel to make sure that Java for browsers is enabled.

Thank you for your reply. I can now access my photos but the window opens behind the current eBay window, so you have to minimize the eBay window to actually realize the browse button has opened your picture link.

Is there a way to get it to open in front of the current window?

This used to happen in the older versions of Flash https://forums.adobe.com/message/4468493, but you are on the newest version so I do not know if this is correct. There is also a mentioned work around to change the about:config entry: In order to change your Firefox Configuration please do the following steps :

  1. In the Location bar, type about:config and press Enter. The about:config "This might void your warranty!" warning page may appear.
  2. Click I'll be careful, I promise! to continue to the about:config page.
