OK so I reinstalled Windows on my laptop and I've now got my history and bookmarks synced. However I'm unable to load my tabs from the session before the new installation of Windows. Those tabs are synced on my Android device and I can see them under 'Synced Tabs.' How do I load those on my laptop's Firefox?

I'm sorry, what exactly do you mean?

What I did with that was, I put it in a new tab, the only thing that shows is 'Tabs From Other Devices' and a search function.

I can still see the synced tabs on the Android device, shouldn't they be showing here too?

If they are in an active session syncing. (Sessions are not backed up on sync, only locally)
