When I click on my screen, a small circle with up and down arrows appears. It causes my screen to move up and down. I do not like this and it interferes with my ability to click on to certain topics or areas of the screen.

That is auto scrolling that you enter when you middle-click on a web page. See:

  • Options > Advanced > General: Browsing: "Use autoscrolling"
