I suggest creating both formats:

The HTML file is a web page, if you open it in Firefox you should be able to see whether it looks complete. This is your backup and Safari on Mac will be able to import it, too, for those times when you need to use Safari.

The JSON file is densely packed text, and if you drop it on a Firefox tab, it won't be very readable, but this format is more complete so it's the preferred one to use on your Mac for setting up Firefox.

As for transferring them, you could use an external hard drive, USB Flash drive, or cloud storage. Preferably more than one "just in case."
