Why do my web pages keep auto scrolling without me touching them?

When I go to a web page the page will scroll down for no reason and just have while space at the top. When I move the page up so I can read it, the page will scroll back down so the white space is showing. This happens no matter what page I go to. I am using Win 10 and Firefox 41.0.2.

Start Firefox in Safe Mode {web Link} by holding down the <Shift>

key, and then starting Firefox. Is the problem still there?
