I am trying to understand what IMAP means for this email program: Does it go online and download every email out there? If so does it delete the files off the online email account? Or does it just sync the two libraries? If I delete an email either on my PC or online, does it effect the opposite mail storage? IE, if I delete off my PC will it simultaneously delete online? And Visa versa.

It means the same thing to Thunderbird as any other email program. It is an email standard protocol. There is plenty of documentation on the Internet.
