You don't! That website is a relic of the last century when IE5.5 was popular. It has a built-in redirect for any non-IE browser. And IE8 in Windows 7 won't display that page either.

I just got a new computer with Windows 10, and I need to be able to work on that website. Do you have any suggestions for a work-around?
