i've been using no script add on for long while now, never had problem accessing secure banking site (https://www.truwest.org) nor other secure or non secure sites. a few weeks ago, the page would not load after sign in (several times did this). using no script console, i allowed an "unsafe reload", which worked once. thereafter, i cannot log onto this site HELP PLEASE

Did you try "Temporarily Allow All This Page" in case the NoScript extension is still blocking "something"?

the NS options bar at page bottom is invisible when i attempt login to this banking site. if i right-click on logon page for NS options, only way I can logon is to allow "unsafe reload"

Perhaps you have some different features enabled in your NoScript, since my right-click menu doesn't show "unsafe reload." Or maybe it's something unusual about the site.

What if you completely disable NoScript before trying to log in. By that I mean choosing "Allow Scripts Globally (dangerous)" before trying to log in. Of course, you'll want to switch it back before using other sites.
