How do I stop Firefox 54.0.1 (64-bit) from always staying on top in Windows 10?

Every time I have Firefox opened and open a new window, like Windows Explorer or anything actually, Firefox stays on top and I have to minimize it to get to the new window. I know I have found a feature in the options of previous versions of Firefox that sets up whether it stays on top but I can't find it in 54.0.1 (64 bit).

I do not have the Always on Top add-on installed so it is not that.

You could try this. https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode The above as worked for Win 7.
