I can receive emails, but can't send them. I use thunderbird and the outgoing mail gets hung up trying to connect to my outgoing internet server: mobile.charter.net. After 20-25 seconds I get an error message that states that the connection timed out. I checked the settings for the outgoing server and it is correct. (http://www.spectrum.net/support/internet/email-settings/#/desktop-email-settings) I've changed the outgoing port to 587. Still no dice. The only significant (?) change is that I'm now at a different geographical location and thereby a different internet connection i.e. Optimum vs Spectrum, but does that really make a difference?

Try mobile.charter.net on port 587, SSL/TLS connection security, normal password authentication, and User name = full email address.

I would also use mobile.charter.net for the incoming IMAP server on port 993, SSL/TLS connection security, normal password authentication, and User name = full email address.
