This problem is caused by having the Internet Shortcut (.url) file type associated with "Firefox" instead of "Internet Browser". It was noted when Firefox 56 was first released about a month ago because on some systems, the association got switched (for unclear reasons). You just need to change it back.

This article describes the file type associations control panel in Windows 8.1: https://blogs.technet.microsoft.com/mniehaus/2014/01/09/configuring-file-associations-in-windows-8-1/

I'm attaching a screenshot from Windows 7, which is the best I can do for comparison.
