How do I drag and drop files from the Firefox downloads list into an Outlook email without just getting the link?

If I download a .pdf file from any website and try to drag it from the downloads list (either the menu bar or the library version) and drop it into a new Outlook 2016 email, only the file path appears in the email. How do I drop it as an attachment to the email? This works with other browsers.

I need more information. Is there an email settings page? If you are suggesting to just use the "Add Attachment" function from Outlook, that does not seem like a solution.
