You can delete the Other Bookmarks from the Bookmarks Toolbar, by right-click and select Delete. That folder also appears in the Bookmarks Sidebar and in the Library window, so if deleted from the Bookmarks Toolbar you can still access that folder.

As far as the Most Visited folder on the Bookmarks Toolbar goes, do you even need that folder? When In set up a new Profile, that is either the first thing I delete or the second thing to go; mostly a tie between that and the Other Bookmarks folder.

As far as editing those 2 folders, the Properties menu item isn't available for editing the names, so editing them would involve userChrome.css scripts.
