What about:config setting sets the disconnect level 2 block list to on? I know you can change this through the GUI preferences if you have the change block list UI enabled in about:config but how do you just directly make this change without the preferences option?

I strongly recommend that you give the new Firefox Preview browser a try. That has more control over the tracking protection controls in the user interface, including the ability to set custom controls.
