Downloading files fails, Ubuntu snap install, possible workaround

After visiting many sites, and removing and reinstalling the snap, logging out of sync, using troubleshooting mode, and a few other tests, I figured out that checking the "Always ask you where to save files" disables downloading. When I click to download, the page refresh button cycles and no other action occurs, there should be a pop-up to give choice about where to download the file.

I assume it has to do with file permissions with snap and the possibility of going outside of /home. Once I unclick "always ask.." I am able to download again.
