FIrefox previously would list my favorite quick reference tabs in any open window. Now I have to open a new window or tab to get this option. Classic example of upgrades removing convenient features. Is this a setting that I cannot find?

You mean "List all tabs" button? Or "Tabs sidebar"?

There are three choices to showing the Bookmarks Toolbar if that is what you mean. You can set this via the right-click context menu on the toolbar.

The checkbox for showing the Bookmarks Toolbar has become a sub menu with three choices:

  • "Always Show", "Only Show on New Tab", "Never Show"

"Only Show on New Tab" only applies to the "about:newtab" and "about:home" pages, so won't work when the new tab page is not set to the default Firefox Home screen.
