Why do pdf bookmarks with # and the name of the bookmark like #chapter 1 not work? Bookmarks with # and page=3 work correctly. The bookmark-names works in chrome and edge.

In Firefox you can inspect/create a specific internal link via "Current Page" (View URL from Current Page) in the overflow (>>) panel in the PDF viewer toolbar. You can also right-click "Current Page" for more options.
