The open a new tab button does not work under File then New Tab and also the plus sign next to the existing tabs. I can click them but nothing comes up. I can make a new tab by opening recently closed tabs or by clicking on a link.

The Ask Toolbar is causing that in the Firefox 3.6.13+ versions. Evidently something in that extension isn't compatible with a Firefox security fix. Disable that extension or un-install it.

I tried this and restarted firefox but I'm still having this problem. Any suggestions?

Have you tried uninstalling it from your computer? Simply removing it from the tab won't solve the problem!
