I have a tool bar that has "Latest Headlines", "Most Visited" and "Getting Started". The rest of the bar is blank as well as a whole blank line beneath that one. How do I get read of the blank line?

View > Toolbars = disable the Bookmarks Toolbar and the one that appears below it

That removes the "Latest Headlines", "Most Visited" and "Getting Started" buttons , but not the blank under them. I don't want to remove them, just the blank line.
