I like my Bookmarks toolbar to sit alongside the "File, Edit, View etc" toolbar. It used to sit there but I launched Firefox this morning and it was no longer there. I think that when this has happened in the past, I have unlocked the toolbars and then draggedand dropped it where I wanted it. But there's no unlock facility. So how do I do it?

Did you read those support articles?
You "unlock" the toolbars by opening the Customize mode. Then you drag the element you want to move to the location where you want it located. You need to move the Bookmarks Toolbar Items element up to the Menu Bar, then hit the Done button.

This answers the question"How do I display toolbars". The question I was asking was "How do I move the Bookmarks toolbar so that it is next to the Menu toolbar". Sorry that my question gave too much information
