Why is 'Open link in new tab' suddenly opening a new window?

When I right click, and choose 'Open link in new tab', it instead opens the link in a new window. This happened suddenly with seemingly no cause. I have checked and double checked the option "Open new windows in new tabs instead" but it was checked. How can I fix it?

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).

None of my add-ons are causing the problem.

Starting Firefox in Safe Mode for the second time seems to have worked. Thanks
