How to I remove an empty level from my toolbars?

My toolbars are arranged: 1st level= file, edit, etc 2nd level= activity, url, BM toolbar 3rd level=empty 4th level= BM index, tabs, zoom

What I want is to remove the empty 3rd level. I've tried restarting and things stay as I've arranged them but that empty level will not go.
