Despite making exceptions settings, return when I try to access the site is "The requested URL Could not be retrieved." But to access the same site with the IP address, the error does not happen and access works.

What kind of proxy is this? Is it a remote proxy or a local proxy? Can you load the file without using the proxy? If you are using a hostname rather than an IP number without going through a DNS, you will not get anywhere.
