Why does Norton toolbar only show on Mozilla after a system reboot?

This is a strange new-to-me Norton 360 toolbar event. I've been through the usual updating/compatibility/disabling processes everyone's familiar with. I had the Norton toolbar up and running on Windows 7 Home Premium OS computer (not this one) with most recent Firefox (18.02, I believe) for a couple months. Past few days, starting up the computer and opening Mozilla, no toolbar appears. I closed Firefox, restarted the computer, and opened Firefox. The toolbar is there. Why is this happening? I don't want to take all that rebooting time every time I want to use Norton Identity Safe. What can I do?

Well, apparently I just got updated to 19.0 even as we were about to speak.So we'll see. Another method I figured out was to disable the toolbar in Add-On Manager, close Firefox, open Firefox again and enable it, then restart Firefox again. The one time I tried that, it showed up.
