Every time I go to a/any store locator page the starting information sent to the locator page is Seattle Washington with some zip code. How Can I make this my city and state and zip code? Is there a location in Firefox where this is hard coded that I can change?

Please update to version 20.0. Firefox does not have a hard location, the wifi connection you are using may. Thanks!

Firefox does set any ip addresses unless you have configured Firefox to use proxy etc.. or a firewall to block certain things. You cell phone provider may share the network across to many users so the ip address off your phones internet may be what is causing you to get a different location. Contact you cell phone company for more info.
